Chongqing Leads China in Natural Gas Vehicles

Asia Pulse. Chongqing Municipality in southwest China is the country’s largest natural gas vehicle (NGV) industrial base, according to Li Kaiguo, director of the State Gas Vehicle Engineering Technology Research Center.

At the end of September 2005, Chongqing had 24,371 natural gas vehicles, about one-sixth of the country’s total. Chongqing and Chengdu, capital of southwest China’s Sichuan Province, are the two cities with the largest number of NGVs in China.

The municipality of Chongqing had a population of 32,355,000 in 2004, most of them living outside of the urban area of Chongqing proper. The population of the urban area of Chongqing proper was estimated at 3.4 million in 2004, ranking approximately as the 10th largest urban area of China.

Chongqing (Chungking) is a major industrial center, and viewed as the gateway for the development of the western region of China.

Chongqing now has a number of NGV enterprises or NGV refitting factories. Changan Suzuki, Chongqing Yutong, Chuanjiang Vehicle Manufacturing Co. Ltd and Lifan Group are capable of producing 30 models of NGVs, and 26 firms can refit the vehicles from petroleum-based fuels to natural gas.

At present, Chongqing leads in the production of NGVs in the country. Its annual output value of NGVs and related industries exceeds 1 billion yuan (US$123 million), with an annual export of US$10 million.

Pan Fusheng, deputy director of Chongqing Science and Technology Committee, said Chongqing has received 40 million yuan in special funds for the research and development of NGVs, covering such fields as engines, equipment for compressed natural gas (CNG) filling stations, CNG cylinders, NGV inspection and testing, and safety technology.

Chongqing now has 53 CNG filling stations, forming a network for CNG stations in urban and suburban areas. The city will build eight CNG filling stations this year.

According to Pan Fusheng, the city will build 10 CNG filling stations annually in the coming years.

In October 16, 2002 , the President launched the Natural Gas Vehicle Program for Public Transport ( NGVPPT ) and under DOE Department Circular No 2004-04-004 , the DOE issued the Guidelines on the issuance of Certificate of Accreditation ( CA )and Certificate of Authority to Import ( CAI ) for Natural Gas Vehicle Program for Public Transport.
