Responding to Governor, ARB lifts RVP limit of gasoline to 9.0 psi; attempting to bring prices down

Responding to the directive of California Governor Jerry Brown on Sunday (earlier post), the California Air Resources Board (ARB) will administratively permit gasoline in the state to meet a single RVP (Reid Vapor Pressure) limit of 9.0 psi (the US Federal summertime limit) effective immediately through the end of 31 October.
The action is designed to address the “extreme and unusual fuel supply circumstances” caused by multiple events— e.g., a refinery fire, electricity interruption and pipeline contamination along with planned shutdowns of several refineries and pipelines.
California Reformulated Gasoline (CaRFG) regulations limit, among other properties, the RVP of gasoline in the state. To control evaporative emissions of hydrocarbons, the RVP of summertime gasoline is generally restricted to 7.0 psi. These limits apply through 31 October for most of California, depending upon the air basin. The RVP limit is raised in the wintertime when ozone formation is less of a problem.
All other requirements of the California Reformulated Gasoline regulations, including other fuel properties, specification, record keeping and reported requirements remain in effect.

I am sure Californians believe it was worth it; all the extra cost created green jobs and reduced gasoline consumption.

TT, the planned shutdowns and “extreme and unusual fuel supply circumstances” will prove to be big oils fault - not California's - as usual.

The blend required for summer, in California only, is made by a limited number of refineries in California only.
As they painfully transitioned the refineries to winter stock, some problems (reportedly a power outage at a Southern California refinery) left them with a shortage of Summer Stock to carry them through October.
So CARB was the original the bad actor.

Sounds more like Enron distribution w/oil getting multiple profits again.

I reaches 70F elsewhere but (except maybe on Halloween) CARB is not elsewhere.
