China releases Passenger Vehicle Corporate Average Fuel Consumption Calculation (CAFC) for public comment

China’s Ministry of Industry and Information Technology (MIIT) posted on 17 February the proposed method for Passenger Vehicle Corporate Average Fuel Consumption Calculation (CAFC). The CAFC Calculation applies to all passenger vehicles sold within China, including new energy vehicles such as battery electric, plug-in hybrid and fuel cell vehicles.

As far as China’s policies, laws and regulations on the automotive sector is concerned, CAFC represents the central government’s first professional and technical, rather than administrative, regulations that will have a direct, healthy and far-reaching impact on the future of China’s vehicle products, energy safety, new energy vehicles, joint venturing, independent innovation and industrial consolidation.

One of the proposed provisions specifies that if the fuel consumption of a vehicle, including a battery electric or fuel cell vehicle, is equal to or lower than 2.5L per 100 km (94 mpg US), the OEM can multiple the numbers of the vehicle by 3 in determining its base numbers for compliance.
