California ARB posts draft version of Oil Production Greenhouse Gas Emissions Estimator

The California Air Resources Board (ARB) staff has posted a preliminary draft version of the Oil Production Greenhouse Gas Emissions Estimator (OPGEE) for the 19 March 2012 Low Carbon Fuel Standard (LCFS) public workshop to discuss lifecycle assessment of crude oil production, including high carbon-intensity crude oil (HCICO).
The model was authored by Hassan M. El-Houjeiri and Adam R. Brandt from the Department of Energy Resources Engineering, Stanford University.
The Low Carbon Fuel Standard is a regulation to reduce the carbon intensity of fuels sold in California by 10% by 2020. California is currently enjoined from enforcing the LCFS pending an appeal of a case in Federal court in which the judge ruled, among other things, that the LCFS violated the Commerce Clause in its treatment of crude oils.
