California 2017 crude oil carbon intensity down, volume to refineries up

Pursuant to section 95489(c)(3)(B) of the Low Carbon Fuel Standard (LCFS) Regulation, the California Air Resources Board (CARB) Executive Officer has posted the final 2017 Crude Average Carbon Intensity calculation: 11.93 CI (gCO2e/MJ).
The 2017 CI is down from 2016 (12.14) and 2015 (12.06); volume delivered to California refineries was up, however: 621,246,732 barrels in 2017, versus 582,101,235 in 2016 and 605,749,048 in 2015.
The three-year California Crude Average carbon intensity of 12.04 gCO2e/MJ is less than the California Baseline Crude Average carbon intensity of 11.98 gCO2e/MJ plus 0.10 gCO2e/MJ. Therefore, pursuant to section 95489(b) of the LCFS regulation, no incremental deficits for CARBOB or diesel will be added to each affected regulated party’s compliance obligation for the annual compliance period of 2019.
If it is light sweet from North Dakota or heavy sour from Venezuela, that makes a difference.
