The facility stores wind and solar energy as well as energy from the grid generated during non-peak hours for use by the grid to relieve pressure during peak hours of consumption.

The power station is using old batteries from the development of SAIC-GM-Wuling’s Baojun E100 and E200 electric vehicles. The facility has up to 1,000 kWh of storage capacity, with rated power of 250 kW.

So, the equivalent of the batteries from 45-50 1st gen Nissan leafs.
Not exactly Hoover dam, but a start, I suppose.

Let's say they can sell the power for 10c / kW so $25 / hour when releasing the power and lets say the can do this 4 hours / day - just about enough to pay one person (maybe 2 in China).
You would need 10 of these to take the power from a single 2.3 Mw windmill.
Better scale up.
